Apple ID U13 Kiosk Mode ?

Has anybody successfully used the new Apple ID U13 Kisok program where parent confirmation e-mails are no longer used to create U13 Apple IDs for Students?
We signed up to use that but even after working with Apple Enterprise support have not been able to upload the initial U13 file to start the processing. We are under the gun to get this process started so if you are successfully using this new U13 kiosk mode to create your Apple IDs please touch base with me. At this point since we can not get this to work we will use the older U13 program like last year with the parent confirmation e-mails, which is not ideal for our District.

Could you tell me more about this Apple ID U13 Kiosk program? We've used the original Apple ID for Students program but parents are either refusing to create accounts for their kids are are just ignoring the email altogether. I'd LOVE to have a different solution.

In our case since Apple took so long to change something on their end to get our uploaded to even work with U13 Kiosk, we due to time had to go with the older method of email verification so I feel your pain.

I have been so swamped with start of School stuff no time to try iot again so all new requests I am just processing old e-mail verification method as I know that works without have to get up to speed on a new method. Kiosk sounds promising but no time....
