iOS MDM policy workflow

Can please anybody tell me what the policy workflow for any of the MDM policies is? eg; how does the "allow youtube" policy works (the complete workflow)

The basic steps to apply a policy are like this:

Set up the MDM environment with your Apple Push Notification certificate and other info
Enroll device into MDM, which usually requires some sort of authentication.
Create an MDM policy, for example to disable camera use.
The MDM server sends a push notification to the enrolled devices, which fetch the policy.
Watch the camera app disappear from the device.
